Yes. You can do this thru 'Custom fields'. Once you add your header and footer, you can add these tags to all emails. Script replaces the actual text/html and send the emails.
You can also send ads, signatures and banners in emails in this way. Once you change one custom field, it will reflect in all outgoing emails.
